Renew MDSD certs on az-aro-update (#2676) 
* Renew MDSD certs on update

With this commit, mdsd certs renewal will be run during the update task
(so az aro update) so that customer can self serve and fix expired Certs
themselves.

Srinivas Atmakuri a30a30294c
While create if cluster exists check provisioningstate (#2537) 
During cluster create via hack script/e2e tests, if the cluster
already exists we return nil, instead we should also check for
the provisioning state of the cluster and return nil only if its
not Failed.
