bump: containerd 1.7.1 and runc 1.1.7

this is needlessly complex and deserves a rework....
- multiple ways to add prod vs testing repos, should align.
- the debs exactly add the prod list and the apt gpg key
- containerd is downloaded and installed from file,
while runc is directly installed from repo..
- pinned to u1 revision which is wrong
- we can use much shorter version prefixes and take
updates from upstream, e.g. moby-containerd=1.7.*
