[communication] Add header to changelog (#30207)

### Describe the problem that is addressed by this PR

Our CI pipelines verify that changelogs have the expected sections.
Somehow this slipped unnoticed until #29710 started failing CI because of this.

This PR just adds an expected headers choosing the most appropriate header.
