mukmookk 39d6a6c211 Translate remaining part of python design.md into korean 
Python/design.md 파일의 미번역 부분에 대한 한글번역을 수행하였습니다. PR #118과 동일하되, 문제가 되었던 불필요한 파일을 제거하였습니다.
세부 사항은 다음과 같습니다.
1. 이전 PR에서의 피드백을 반영한 한글 번역을 수행하였습니다.
2. 해당 문서에 대한 사이드바 메뉴의 경우에도 한글 번역을 수행하였습니다.
