Rename Package Icon file only when packing
...
Every "official" .NET packages use 'Icon' as its file name.
Since, the icon file itself is public and older packages refer them by URL,
we only change the file name during packaging which would be in the package.

Workaround for "InheritDoc" issue with "Nerdbank.GitVersioning" xml docs
...
InheritDoc fails when there are more than one source xml doc for a specified target.
This is from "Nerdbank.GitVersioning" project and is not an issue here.

Checking both min and target versions provides a list of all possible SDKs that would be required; however, this may not be required since the WinMD represents the union of all meta data and newer SDKs/WinMD should also contain information from older versions.
