Add licensing and copyright information for all files in this repository. This
either happens in the file itself as a comment header or in the file
`.reuse/dep5`.
This commit also adds a Github workflow to check pull requests and adapts
copyright.pl to the changes.

makes the LDAP code much cleaner, nicer and in general being a
better libcurl citizen. If a new enough OpenLDAP version is
detect, the new and shiny lib/openldap.c code is then used
instead of the old cruft

the configure script checks for openldap and friends and we link with those
libs just like we link all other third party libraries, and we no longer
dlopen() those libraries. Our private header file lib/ldap.h was renamed to
lib/curl_ldap.h due to this. I set a tag in CVS (curl-7_17_0-preldapfix)
just before this commit, just in case.
