Add more documentation for building locally: #12

Add notes about more settings to turn on in IIS, and reformat the IIS
section.  Add "troubleshooting" section with notes about other solutions
we tried today.  @thewebkid and I think that just making the IIS
settings changes should fix the .css/.less issue I had, but the other
notes may help someone else.

### Troubleshooting
If the website builds and loads in the browser, but the styles are
incorrect, here are some things you can try:
1. Install "Web Compiler" for Visual Studio by going to Tools ->
Extensions and Updates and searching for "Web Compiler."
