WWTMVC5: update npm dependencies

There isn't a ton of point to this since Grunt is unmaintained, but this
should at least deal with some of the freshness warnings. I haven't
really tested this but we're going to need to move to a more modern
framework anyway.

Fix a few build issues to work with latest VS

- Package versions did not align with those listed in packages.config
- Bower/Grunt versions were off
- NuGet downloads did not work (NuGet requires TLS 1.2 now)
- twoMassClassLibrary.dll was added from VM
- Add Azure Pipelines build definition

WWTMVC5: make references to Unity package self-consistent

Some parts of the project referenced Unity 4.0, while others referenced Unity 3.5.
I opened things up in Visual Studio and used NuGet to put everything at 4.0.1.

It looks like there are other links in the web tree of the form
`@Model.ResLoc/Content/...` that *are* correct, so the change I'm doing here
doesn't seem to (need to) be applied globally.
