Enable VS4Mac inner-loop debugging. (#2324)
* Enable VS4Mac inner-loop debugging.

- Updated the RazorAddin project to include some dependent assemblies to ensure when running locally they can be found/loaded. In non-local built scenarios these are automatically included by the mpack.
- Added a README.md on how to debug VS4Mac.

ASP.NET Core Tooling

ASP.NET Core is an open-source and cross-platform framework for building modern cloud based internet connected applications, such as web apps, IoT apps and mobile backends. This repo contains tools for working on ASP.NET Core apps using the .NET Core Command Line and Visual Studio.
