I have read and understand GitHub's Guide to Filing a DMCA Notice.

I have a good faith belief that use of the copyrighted materials described above on the infringing web pages is not authorized by the copyright owner, or its agent, or the law. I have taken fair use into consideration.

I swear, under penalty of perjury, that the information in this notification is accurate and that I am the copyright owner, or am authorized to act on behalf of the owner, of an exclusive right that is allegedly infringed.

https://github.com/codeigniter-jp/user_guide_src_ja and https://github.com/codeigniter-jp/codeigniter-jp.github.io is the document translation project English to Japanese.
This project has changed policy that is illegal.
So I disallowed using my translations any more and requested to delete it, but "codeigniter-jp" met my request.
My translations amount is about 25% of the translation project.

Have you searched for any forks of the allegedly infringing files or repositories? Each fork is a distinct repository and must be identified separately if you believe it is infringing and wish to have it taken down.

None. I don't wish to do for the others, for now.

Is the work licensed under an open source license? If so, which open source license? Are the allegedly infringing files being used under the open source license, or are they in violation of the license?

The project was under "Github no license".
At first, "codeigniter-jp" wanted to translation contributor on "Github no license" without getting copyright assignments or like.
So translation copyright owners are contributors themselves, not codeigniter-jp.

In September 2016, codeigniter-jp wanted to change the license to MIT License. Some contributors were not in touch any longer, but they said "we will deem it to get agreement when they don't answer". I said "this is illegal", but they ignored it.

They also said "we will delete who's work disagrees to change license". So I disagreed and requested to delete my work on Octover 17, 2016, however, they haven't deleted yet.

What would be the best solution for the alleged infringement? Are there specific changes the other person can make other than removal?

No. It's too late.
