Ago, I used my email: [private] to created the github account: [private], and I created a few repositories in the account include PassManageSys repositories. Then I want to protect important personal information so I deleted all repositories and [private] account. But, on Friday, October 23, 2020, I still my repositories (PassManageSys) in another account (luozx112). I don't know why I deleted all repositories and [private] account but luozx112 user can use my repositories (PassManageSys).
Please provide a detailed description of the original copyrighted work that has allegedly been infringed. If possible, include a URL to where it is posted online.
I received the email following then I deleted [private] account:
This email is to confirm that you’ve deleted your account ‘[private]’ from GitHub. Your repositories and content have been deleted from the system. If you were on a paid plan, you will not be billed again. We’re sorry to see you go. You can reply directly to this email if you have any questions or feedback, we’d love to hear from you.
What files should be taken down? Please provide URLs for each file, or if the entire repository, the repository’s URL.
I want to delete all content in: https://github.com/luozx112/PassManageSys and delete all repositories in [private] account.
Have you searched for any forks of the allegedly infringing files or repositories? Each fork is a distinct repository and must be identified separately if you believe it is infringing and wish to have it taken down.

Is the work licensed under an open source license? If so, which open source license? Are the allegedly infringing files being used under the open source license, or are they in violation of the license?

What would be the best solution for the alleged infringement? Are there specific changes the other person can make other than removal? Can the repository be made private?
