Description:
	- Initial submission of new freebsd package manager for ports (portupgrade.rb)

Dependencies:
	- Ports system application (ports-mgmt/portupgrade)

Notes:
	- Package[:name] needs to be the origin code of the port (eg: "ports-mgmt/portupgrade")
