capi/spec_helper.rb: pass jobserver fds

* spec/mspec/lib/mspec/commands/mspec.rb (MSpecMain#multi_exec):
  do not close GNU make jobserver auth fds.

* spec/rubyspec/optional/capi/spec_helper.rb (compile_extension):
  ditto.
