configure.ac: link Foundation framework

* configure.ac (XLDFLAGS): link against Foundation framework and
  let __NSPlaceholderDictionary initialize, to get rid of crash
  after fork on macOS High Sierra.  [ruby-core:83239] [Bug #14009]
