tcltklib.c: allocate structs with wrapper

* ext/tk/tcltklib.c (ip_create_slave_core): allocate structs with
  making new wrapper objects and get rid of potential memory leak.

* ext/tk/tkutil/tkutil.c (allocate_cbsubst_info): ditto.
