iff means if and only if, but readers without that knowledge might
assume this to be a spelling mistake. To me, this seems like
exclusionary language that is unnecessary. Simply using "if and only if"
instead should suffice.

To get rid of a bug of `onig_region_set` which takes `int`s
instead of `OnigPosition`s, set elements of `beg` and `end`
members directly, for the time being.
They are assigned automatically when pushing gem file to rubygems.org.

But we couldn't ship strscan (and stringio) gem. Because rubygems.org
still masked them.
https://github.com/rubygems/rubygems.org/pull/1696
I'm going to ship them after it deployed.

Onigumo 6 (r57045) introduced new onigumo.h header file, which is
required from quite much everywhere. This commit adds necessary
dependencies.
Note: ruby/oniguruma.h now includes onigumo.h,
ruby/io.h includes oniguruma.h,
ruby/encoding.h also includes oniguruma.h,
and internal.h includes encoding.h.
