Fixes --with-static-linked-ext.

* Makefile.in (ENCOBJS, EXTOBJS): New variables to specify static
linked libraries. Also reintroduces extinit.o, introduces encinit.o

* common.mk: Builds static libraries rather than shared objects if
specified.
