Unlike pinging early issues which benefited from maintner to augment its
use of the GitHub API, this one only needs Gerrit API (including search)
and is trivial to move over.
Do that since documenting how to kick off a relui workflow is way easier
than documenting how to run an ad-hoc gopherbot task. And this way it'll
be closer for merging into a more complete tree re-opening workflow.
