Dmitri Shuralyov 77fcf17c2e cmd/relui: add a dry-run build, test, sign workflow This new dry-run workflow starts to exercise the new signing service. Modify the naming pattern for scratch files to place the random number in front of the filename to avoid modifying the file extension. For golang/go#53632.
