Fix TransitionTo for UAVs in various tests (#4420)

Resource used as UAV must have TransitionTo="UNORDERED_ACCESS" for correct
runtime state.

These tests (by name in ShaderOpArith.xml) were missing this:
  - Derivatives
  - QuadRead
  - ComputeSample
  - ProgOffset
  - SampleCmpLevel
  - Saturate
  - AtomicsRoot
  - AtomicsHeap
  - FloatAtomics
