Put various generated files into build/.
...
- Make [runner.ts] aware of that fact when serving files locally.
- Make [client.ts] aware of that fact when uploading files.
The "virtual" file hierarchy does not change (i.e. index.html still refers to
"main.js", not "build/main.js"); it's just that the files are stored in the
proper build/ folder now.

Cleanup part 2: tsc outputs go into [build/].
...
Also moved the css and stubs tools into their own tools/ directory. Removed a
few files in genStubs that weren't reference anywhere else in the tree.
Simplified the Jakefile a little bit too.
