kbuild: remove dead code in cmd_files calculation in top Makefile

Nobody sets 'targets' in the top-level Makefile or arch/*/Makefile,
hence $(targets) is empty.

$(wildcard .*.cmd) will do for including the .vmlinux.cmd file.
