reset: reset-zynqmp: Adding support for Xilinx zynqmp reset controller.
Add a reset controller driver for Xilinx Zynq UltraScale+ MPSoC. The zynqmp reset-controller has the ability to reset lines connected to different blocks and peripheral in the Soc.
