[IPV4] MROUTE: Adjust include files for user-space.

<linux/mroute.h> needs <linux/types.h>.
Avoid including <linux/in.h> in user-space, which conflicts with
standard <netinet/in.h>.
Add basic struct and constant in <linux/pim.h>.
