clk: tegra: move PMC, fixed clocks to common files
Introduce new files for fixed and PMC clocks common between several Tegra SoCs and move Tegra114 to this new infrastructure. Signed-off-by: Peter De Schrijver <pdeschrijver@nvidia.com>
