[MIPS] Kconfig: Move some entries to appropriate menu
Currently KEXEC is in "Machine selection", SECCOMP, PM, APM are in "Executable file formats" menu. Move KEXEC and SECCOMP to "Kernel type" and PM, APM to new "Power management options" menu.
