x86/PCI: Enable a 64bit BAR on AMD Family 15h (Models 00-1f, 30-3f, 60-7f)

Manually enable a 64GB 64-bit BAR so we have enough room for graphics
devices with large framebuffers.

Most BIOSes don't enable this for compatibility reasons.
