Paul E. McKenney 77095901b8 doc: Update removal of RCU-bh/sched update machinery
The RCU-bh update API is now defined in terms of that of RCU-bh and
RCU-sched, so this commit updates the documentation accordingly.

In addition, although RCU-sched persists in !PREEMPT kernels, in
the PREEMPT case its update API is now defined in terms of that of
RCU-preempt, so this commit also updates the documentation accordingly.

While in the area, this commit removes the documentation for the
now-obsolete synchronize_rcu_mult() and clarifies the Tasks RCU
documentation.

Mauro Carvalho Chehab 7d98c21bd0 kernel-per-CPU-kthreads.txt: standardize document format
Each text file under Documentation follows a different
format. Some doesn't even have titles!

Change its representation to follow the adopted standard,
using ReST markups for it to be parseable by Sphinx:

- Use title markups;
- use "-" for bulletted lists;
- Split Name/Purpose on two lines, in order to make visually
  easier to read (in text format), and to bold the title
  (on ReST output)
- Add blank lines to split bulleted lists;
- use sub-titles for the several kthread softirq types;
- mark one literal var with asterisk as such, in order to
  avoid an error warning on Sphinx.

Paul E. McKenney 44c65ff2e3 rcu: Eliminate NOCBs CPU-state Kconfig options
The CONFIG_RCU_NOCB_CPU_ALL, CONFIG_RCU_NOCB_CPU_NONE, and
CONFIG_RCU_NOCB_CPU_ZERO Kconfig options are used only in testing and
are redundant with the rcu_nocbs= boot parameter.  This commit therefore
removes these three Kconfig options and adjusts the rcutorture scripts
to use the boot parameter instead.

Paul E. McKenney 89bf5d82ed documentation: Update based on on-demand vmstat workers
Now that the on-demand vmstat workers commit is in mainline, it is
possible to eliminate vmstat_update()-induced OS jitter.  This commit
updates the documentation accordingly.

Paul E. McKenney f7bac9b85a kthread: Add kworker kthreads to OS-jitter documentation
The kworker workqueue kthreads can also contribute to OS jitter.
The amount of jitter depends on their use, so this commit adds
documentation on avoiding OS jitter due to workqueue use.

Paul E. McKenney 49717cb404 kthread: Document ways of reducing OS jitter due to per-CPU kthreads
The Linux kernel uses a number of per-CPU kthreads, any of which might
contribute to OS jitter at any time.  The usual approach to normal
kthreads, namely to bind them to a "housekeeping" CPU, does not work
with these kthreads because they cannot operate correctly if moved to
some other CPU.  This commit therefore lists ways of controlling OS
jitter from the Linux kernel's per-CPU kthreads.  It also lists some
ways of diagnosing excessive jitter.
