Enable build testing and configuration control of the common clk
framework so that more code coverage and testing can be done on the
common clk framework across various architectures. This also nicely
removes the requirement that architectures must select the framework
when they don't use it in architecture code.
There's one snag with doing this, and that's making sure that randconfig
builds don't select this option when some architecture or platform
implements 'struct clk' outside of the common clk framework. Introduce a
new config option 'HAVE_LEGACY_CLK' to indicate those platforms that
haven't migrated to the common clk framework and therefore shouldn't be
allowed to select this new config option. Also add a note that we hope
one day to remove this config entirely.

mt7621 SoC has its own 'ralink_soc_info' structure with some
information about the soc itself. Pcie controller and pcie phy
drivers for this soc which are still in staging git tree make uses
of 'soc_device_attribute' looking for revision 'E2' in order to
know if reset lines are or not inverted. This way of doing things
seems to be necessary in order to make things clean and properly.
Hence, introduce this 'soc_device' to be able to properly use those
attributes in drivers. Also set 'data' pointer points to the struct
'ralink_soc_info' to be able to export also current soc information
using this mechanism.

request_irq() is preferred over setup_irq(). Invocations of setup_irq()
occur after memory allocators are ready.
Per tglx[1], setup_irq() existed in olden days when allocators were not
ready by the time early interrupts were initialized.
Hence replace setup_irq() by request_irq().
remove_irq() has been replaced by free_irq() as well.
There were build error's during previous version, couple of which was
reported by kbuild test robot <lkp@intel.com> of which one was reported
by Thomas Bogendoerfer <tsbogend@alpha.franken.de> as well. There were a
few more issues including build errors, those also have been fixed.

Some versions of SoC MT7621 have three PCI express hosts. Some boards
make use of those PCI through the staging driver mt7621-pci. Recently
PCI support has been removed from MT7621 Soc kernel configuration due
to a build error. This makes imposible to compile staging driver and
produces a regression for gnubee based boards. Enable support for PCI
again but enable it only if staging mt7621-pci driver is selected.

- The Broadcom BCM63xx platform sees a fix for resetting the BCM6368
ethernet switch, and the removal of a platform device we've never had
a driver for.

Testing has shown, that when using mainline U-Boot on MT7688 based
boards, the system may hang or crash while mounting the root-fs. The
main issue here is that mainline U-Boot configures EBase to a value
near the end of system memory. And with CONFIG_CPU_MIPSR2_IRQ_VI
disabled, trap_init() will not allocate a new area to place the
exception handler. The original value will be used and the handler
will be copied to this location, which might already be used by some
userspace application.
The MT7688 supports VI - its config3 register is 0x00002420, so VInt
(Bit 5) is set. But without setting CONFIG_CPU_MIPSR2_IRQ_VI this
bit will not be evaluated to result in "cpu_has_vi" being set. This
patch now selects CONFIG_CPU_MIPSR2_IRQ_VI on MT7620/8 which results
trap_init() to allocate some memory for the exception handler.
Please note that this issue was not seen with the Mediatek U-Boot
version, as it does not touch EBase (stays at default of 0x8000.0000).
This is strictly also not correct as the kernel (_text) resides
here.

Instead provide a selectable HAVE_PCI symbol that indicates availability
of PCI support, and a FORCE_PCI symbol to for PCI on and the handle the
rest in drivers/pci.

The rt3352 has a pin that can be used as second spi chip select,
watchdog reset or GPIO. The pinmux setup was missing the definition of
said pin.
The pin is configured via the same bit on rt5350, so reuse the existing
macro.

Since commit 3af5a67c86 ("MIPS: Fix early CM probing") the MT7621 has
not been able to boot.
This commit caused mips_cm_probe() to be called before
mt7621.c::proc_soc_init().
prom_soc_init() has a comment explaining that mips_cm_probe() "wipes out
the bootloader config" and means that configuration registers are no
longer available. It has some code to re-enable this config.
Before this re-enable code is run, the sysc register cannot be read, so
when SYSC_REG_CHIP_NAME0 is read, a garbage value is returned and
panic() is called.
If we move the config-repair code to the top of prom_soc_init(), the
registers can be read and boot can proceed.
Very occasionally, the first register read after the reconfiguration
returns garbage, so add a call to __sync().

ralink_halt() does nothing that machine_halt() doesn't already do, so it
adds no value.
It actually causes incorrect behaviour due to the "unreachable()" at the
end. This tells the compiler that the end of the function will never be
reached, which isn't true. The compiler responds by not adding a
'return' instruction, so control simply moves on to whatever bytes come
afterwards in memory. In my tested, that was the ralink_restart()
function. This means that an attempt to 'halt' the machine would
actually cause a reboot.
So remove ralink_halt() so that a 'halt' really does halt.

Building an allnoconfig kernel based on the ralink platform results in
the following warning:
warning: (SOC_RT305X) selects USB_ARCH_HAS_HCD which has unmet direct dependencies (USB_SUPPORT)
This is because SOC_RT305X unconditionally selects USB_ARCH_HAS_HCD
which depends on USB_SUPPORT.
However USB_ARCH_HAS_HCD has been effectively obsolete since commit
d9ea21a779 ("usb: host: make USB_ARCH_HAS_?HCI obsolete") in 3.11.
USB_ARCH_HAS_HCD is now set by default whenever USB_SUPPORT is, so drop
the select to silence the warning.

Many source files in the tree are missing licensing information, which
makes it harder for compliance tools to determine the correct license.
By default all files without license information are under the default
license of the kernel, which is GPL version 2.
Update the files which contain no license information with the 'GPL-2.0'
SPDX license identifier. The SPDX identifier is a legally binding
shorthand, which can be used instead of the full boiler plate text.
This patch is based on work done by Thomas Gleixner and Kate Stewart and
Philippe Ombredanne.
How this work was done:
Patches were generated and checked against linux-4.14-rc6 for a subset of
the use cases:
- file had no licensing information it it.
- file was a */uapi/* one with no licensing information in it,
- file was a */uapi/* one with existing licensing information,
Further patches will be generated in subsequent months to fix up cases
where non-standard license headers were used, and references to license
had to be inferred by heuristics based on keywords.
The analysis to determine which SPDX License Identifier to be applied to
a file was done in a spreadsheet of side by side results from of the
output of two independent scanners (ScanCode & Windriver) producing SPDX
tag:value files created by Philippe Ombredanne. Philippe prepared the
base worksheet, and did an initial spot review of a few 1000 files.
The 4.13 kernel was the starting point of the analysis with 60,537 files
assessed. Kate Stewart did a file by file comparison of the scanner
results in the spreadsheet to determine which SPDX license identifier(s)
to be applied to the file. She confirmed any determination that was not
immediately clear with lawyers working with the Linux Foundation.
Criteria used to select files for SPDX license identifier tagging was:
- Files considered eligible had to be source code files.
- Make and config files were included as candidates if they contained >5
lines of source
- File already had some variant of a license header in it (even if <5
lines).
All documentation files were explicitly excluded.
The following heuristics were used to determine which SPDX license
identifiers to apply.
- when both scanners couldn't find any license traces, file was
considered to have no license information in it, and the top level
COPYING file license applied.
For non */uapi/* files that summary was:

and that resulted in the third patch in this series.
- when the two scanners agreed on the detected license(s), that became
the concluded license(s).
- when there was disagreement between the two scanners (one detected a
license but the other didn't, or they both detected different
licenses) a manual inspection of the file occurred.
- In most cases a manual inspection of the information in the file
resulted in a clear resolution of the license that should apply (and
which scanner probably needed to revisit its heuristics).
- When it was not immediately clear, the license identifier was
confirmed with lawyers working with the Linux Foundation.
- If there was any question as to the appropriate license identifier,
the file was flagged for further research and to be revisited later
in time.
In total, over 70 hours of logged manual review was done on the
spreadsheet to determine the SPDX license identifiers to apply to the
source files by Kate, Philippe, Thomas and, in some cases, confirmation
by lawyers working with the Linux Foundation.
Kate also obtained a third independent scan of the 4.13 code base from
FOSSology, and compared selected files where the other two scanners
disagreed against that SPDX file, to see if there was new insights. The
Windriver scanner is based on an older version of FOSSology in part, so
they are related.
Thomas did random spot checks in about 500 files from the spreadsheets
for the uapi headers and agreed with SPDX license identifier in the
files he inspected. For the non-uapi files Thomas did random spot checks
in about 15000 files.
In initial set of patches against 4.14-rc6, 3 files were found to have
copy/paste license identifier errors, and have been fixed to reflect the
correct identifier.
Additionally Philippe spent 10 hours this week doing a detailed manual
inspection and review of the 12,461 patched files from the initial patch
version early this week with:
- a full scancode scan run, collecting the matched texts, detected
license ids and scores
- reviewing anything where there was a license detected (about 500+
files) to ensure that the applied SPDX license was correct
- reviewing anything where there was no detection but the patch license
was not GPL-2.0 WITH Linux-syscall-note to ensure that the applied
SPDX license was correct
This produced a worksheet with 20 files needing minor correction. This
worksheet was then exported into 3 different .csv files for the
different types of files to be modified.
These .csv files were then reviewed by Greg. Thomas wrote a script to
parse the csv files and add the proper SPDX tag to the file, in the
format that the file expected. This script was further refined by Greg
based on the output to detect more types of files automatically and to
distinguish between header and source .c files (which need different
comment types.) Finally Greg ran the script using the .csv files to
generate the patches.

Make the behaviour of clk_get_rate consistent with common clk's
clk_get_rate by accepting NULL clocks as parameter. Some device
drivers rely on this, and will cause an OOPS otherwise.

The linux/irqchip/mips-gic.h header is now almost empty. Move the
declarations of gic_get_c0_compare_int(), gic_get_c0_perfcount_int() &
gic_get_c0_fdc_int() to asm/mips-gic.h in order to close in on being
able to delete the former header.

Modify the functions we use to read information about the topology of
the system (the number of cores, VPs & IOCUs that it contains) in order
to take into account multiple clusters, and provide a new function to
determine the number of clusters in the system.
Users of these functions are modified only such that they continue to
build successfully - having them actually handle multiple clusters is
left to further patches.

With Coherence Manager (CM) 3.5 information about the topology of the
system, which has previously only been available through & accessed from
the CM, is now also provided by the Cluster Power Controller (CPC). This
includes a new CPC_CONFIG register mirroring GCR_CONFIG, and similarly a
new CPC_Cx_CONFIG register mirroring GCR_Cx_CONFIG.
In preparation for adjusting functions such as mips_cm_numcores(), which
have previously only needed to access the CM, to also access the CPC
this patch modifies the way we use the various CPS headers. Rather than
having users include asm/mips-cm.h or asm/mips-cpc.h individually we
instead have users include asm/mips-cps.h which in turn includes
asm/mips-cm.h & asm/mips-cpc.h. This means that users will gain access
to both CM & CPC registers by including one header, and most importantly
it makes asm/mips-cps.h an ideal location for helper functions which
need to access the various components of the CPS.

The CLOCKSOURCE_OF_DECLARE macro is used widely for the timers to declare the
clocksource at early stage. However, this macro is also used to initialize
the clockevent if any, or the clockevent only.
It was originally suggested to declare another macro to initialize a
clockevent, so in order to separate the two entities even they belong to the
same IP. This was not accepted because of the impact on the DT where splitting
a clocksource/clockevent definition does not make sense as it is a Linux
concept not a hardware description.
On the other side, the clocksource has not interrupt declared while the
clockevent has, so it is easy from the driver to know if the description is
for a clockevent or a clocksource, IOW it could be implemented at the driver
level.
So instead of dealing with a named clocksource macro, let's use a more generic
one: TIMER_OF_DECLARE.
The patch has not functional changes.

In preparation for making the clockevents core NTP correction aware,
all clockevent device drivers must set ->min_delta_ticks and
->max_delta_ticks rather than ->min_delta_ns and ->max_delta_ns: a
clockevent device's rate is going to change dynamically and thus, the
ratio of ns to ticks ceases to stay invariant.
Make the MIPS arch's clockevent drivers initialize these fields properly.
This patch alone doesn't introduce any change in functionality as the
clockevents core still looks exclusively at the (untouched) ->min_delta_ns
and ->max_delta_ns. As soon as this has changed, a followup patch will
purge the initialization of ->min_delta_ns and ->max_delta_ns from these
drivers.

Historically a lot of these existed because we did not have
a distinction between what was modular code and what was providing
support to modules via EXPORT_SYMBOL and friends. That changed
when we forked out support for the latter into the export.h file.
This means we should be able to reduce the usage of module.h
in code that is obj-y Makefile or bool Kconfig. In the case of
some code where it is modular, we can extend that to also include
files that are building basic support functionality but not related
to loading or registering the final module; such files also have
no need whatsoever for module.h
The advantage in removing such instances is that module.h itself
sources about 15 other headers; adding significantly to what we feed
cpp, and it can obscure what headers we are effectively using.
Since module.h might have been the implicit source for init.h
(for __init) and for export.h (for EXPORT_SYMBOL) we consider each
instance for the presence of either and replace/add as needed.
Also note that MODULE_DEVICE_TABLE is a no-op for non-modular code.
Build coverage of all the mips defconfigs revealed the module.h
header was masking a couple of implicit include instances, so
we add the appropriate headers there.
