The cmdline should include sched_verbose but not sched_debug_verbose
as sched_debug_verbose is only the variant name in code.

CONFIG_SCHED_DEBUG is the build-time Kconfig knob, the boot param
sched_debug and the /debug/sched/debug_enabled knobs control the
sched_debug_enabled variable, but what they really do is make
SCHED_DEBUG more verbose, so rename the lot.

This document seems to be out of date for many, many years. Even it has
misspelled from the first day.
ARCH_HASH_SCHED_TUNE should be ARCH_HAS_SCHED_TUNE
ARCH_HASH_SCHED_DOMAIN should be ARCH_HAS_SCHED_DOMAIN
Since v2.6.14, kernel completely deleted the relevant code and even
arch_init_sched_domains() was deleted.
Right now, kernel is asking architectures to call set_sched_topology() to
override the default sched domains.
On the other hand, to print the schedule debug information, users need to
set sched_debug cmdline or enable it by sysfs entry. So this patch also
adds the description for sched_debug.

The documentation claims that two sched groups must not overlap. This is
no longer true, as overlapping sched groups are used on NUMA systems.
This change has been introduced by commit e3589f6c81 and was
documented by an in-code comment in commit 35a566e6e8.

In order to prepare to add them to the Kernel API book,
convert the files to ReST format.
The conversion is actually:
- add blank lines and identation in order to identify paragraphs;
- fix tables markups;
- add some lists markups;
- mark literal blocks;
- adjust title markups.
At its new index.rst, let's add a :orphan: while this is not linked to
the main index.rst file, in order to avoid build warnings.
