Currently, ARM32 and ARM64 uses different data structures to represent
their cpu topologies. Since, we are moving the ARM64 topology to common
code to be used by other architectures, we can reuse that for ARM32 as
well.
Take this opprtunity to remove the redundant functions from ARM32 and
reuse the common code instead.

Here is the "big" driver core and debugfs changes for 5.3-rc1
It's a lot of different patches, all across the tree due to some api
changes and lots of debugfs cleanups. Because of this, there is going
to be some merge issues with your tree at the moment, I'll follow up
with the expected resolutions to make it easier for you.
Other than the debugfs cleanups, in this set of changes we have:
- bus iteration function cleanups (will cause build warnings
with s390 and coresight drivers in your tree)
- scripts/get_abi.pl tool to display and parse Documentation/ABI
entries in a simple way
- cleanups to Documenatation/ABI/ entries to make them parse
easier due to typos and other minor things
- default_attrs use for some ktype users
- driver model documentation file conversions to .rst
- compressed firmware file loading
- deferred probe fixes
All of these have been in linux-next for a while, with a bunch of merge
issues that Stephen has been patient with me for. Other than the merge
issues, functionality is working properly in linux-next :)

If user updates any cpu's cpu_capacity, then the new value is going to
be applied to all its online sibling cpus. But this need not to be correct
always, as sibling cpus (in ARM, same micro architecture cpus) would have
different cpu_capacity with different performance characteristics.
So, updating the user supplied cpu_capacity to all cpu siblings
is not correct.
And another problem is, current code assumes that 'all cpus in a cluster
or with same package_id (core_siblings), would have same cpu_capacity'.
But with commit '5bdd2b3f0f8 ("arm64: topology: add support to remove
cpu topology sibling masks")', when a cpu hotplugged out, the cpu
information gets cleared in its sibling cpus. So, user supplied
cpu_capacity would be applied to only online sibling cpus at the time.
After that, if any cpu hotplugged in, it would have different cpu_capacity
than its siblings, which breaks the above assumption.
So, instead of mucking around the core sibling mask for user supplied
value, use device-tree to set cpu capacity. And make the cpu_capacity
node as read-only to know the asymmetry between cpus in the system.
While at it, remove cpu_scale_mutex usage, which used for sysfs write
protection.

The setting of SD_ASYM_CPUCAPACITY depends on the per-CPU capacities.
These might not have their final values when the hierarchy is initially
built as the values depend on cpufreq to be initialized or the values
being set through sysfs. To ensure that the flags are set correctly we
need to rebuild the sched_domain hierarchy whenever the reported per-CPU
capacity (arch_scale_cpu_capacity()) changes.
This patch ensure that a full sched_domain rebuild happens when CPU
capacity changes occur.

This reverts commit 452562abb5 ("base: arch_topology: fix section
mismatch build warnings"). It causes the notifier call hangs in some
use-cases.
In some cases with using maxcpus, some of cpus are booted first and
then the remaining cpus are booted. As an example, some users who want
to realize fast boot up often use the following procedure.
1) Define all CPUs on device tree (CA57x4 + CA53x4)
2) Add "maxcpus=4" in bootargs
3) Kernel boot up with CA57x4
4) After kernel boot up, CA53x4 is booted from user
When kernel init was finished, CPUFREQ_POLICY_NOTIFIER was not still
unregisterd. This means that "__init init_cpu_capacity_callback()"
will be called after kernel init sequence. To avoid this problem,
it needs to remove __init{,data} annotations by reverting this commit.
Also, this commit was needed to fix kernel compile issue below.
However, this issue was also fixed by another patch: commit 82d8ba717c
("arch_topology: Fix section miss match warning due to
free_raw_capacity()") in v4.15 as well.
Whereas commit 452562abb5 added all the missing __init annotations,
commit 82d8ba717c removed it from free_raw_capacity().

arch_topology.c had a SPDX tag in it, so move it to the top of the file
like the rest of the kernel files have it.
Also remove the redundant license text as it is not needed if the SPDX
tag is in the file, as the tag identifies the license in a specific and
legally-defined manner.
This is done on a quest to remove the 700+ different ways that files in
the kernel describe the GPL license text. And there's unneeded stuff
like the address (sometimes incorrect) for the FSF which is never
needed.
No copyright headers or other non-license-description text was removed.

Implements the arch-specific (arm and arm64) frequency-invariance setter
function arch_set_freq_scale() which provides the following frequency
scaling factor:
current_freq(cpu) << SCHED_CAPACITY_SHIFT / max_supported_freq(cpu)
One possible consumer of the frequency-invariance getter function
topology_get_freq_scale() is the Per-Entity Load Tracking (PELT)
mechanism of the task scheduler.
Allow inlining of topology_get_freq_scale() into the task scheduler
fast path (e.g. __update_load_avg_se()) by coding it as a static inline
function in the arch topology header file.

Free cpumask cpus_to_visit in case registering
init_cpu_capacity_notifier has failed or the parsing of the cpu
capacity-dmips-mhz property is done. The cpumask cpus_to_visit is
only used inside the notifier call init_cpu_capacity_callback.

Commit 2ef7a2953c ("arm, arm64: factorize common cpu capacity default code")
introduced init_cpu_capacity_callback and init_cpu_capacity_notifier
which are referenced from initcall and are missing __init{,data}
annotations resulting the below section mismatch build warnings.
"WARNING: vmlinux.o(.text+0xbab790): Section mismatch in reference from
the function init_cpu_capacity_callback() to the variable .init.text:$x
The function init_cpu_capacity_callback() references the variable
__init $x. This is often because init_cpu_capacity_callback lacks a
__init annotation or the annotation of $x is wrong."
This patch fixes the above build warnings by adding the required annotations.

cap_parsing_failed is only required in topology_parse_cpu_capacity() to
know if we have already tried to allocate raw_capacity and failed, or if
at least one of the cpu_node didn't had the required
"capacity-dmips-mhz" property.
All other users can use raw_capacity instead of cap_parsing_failed.
Make sure we set raw_capacity to NULL after we free it.

topology_parse_cpu_capacity() returns 1 on success and 0 on errors. Make
it return bool instead of int as that suits the purpose better.

We only need to take care of one case here (CPUFREQ_NOTIFY) and there is
no need to add an extra level of indentation to the case specific code
by using a switch block. Use an if block instead.
Also add some blank lines to make the code look better.

Now that some functions that deal with arch topology information live
under drivers, there is a clash of naming that might create confusion.
Tidy things up by creating a topology namespace for interfaces used by
arch code; achieve this by prepending a 'topology_' prefix to driver
interfaces.

Reduce the scope of cap_parsing_failed (making it static in
drivers/base/arch_topology.c) by slightly changing {arm,arm64} DT
parsing code.
For arm checking for !cap_parsing_failed before calling normalize_
cpu_capacity() is superfluous, as returning an error from parse_
cpu_capacity() (above) means cap_from _dt is set to false.
For arm64 we can simply check if raw_capacity points to something,
which is not if capacity parsing has failed.

arm and arm64 share lot of code relative to parsing CPU capacity
information from DT, using that information for appropriate scaling and
exposing a sysfs interface for chaging such values at runtime.
Factorize such code in a common place (driver/base/arch_topology.c) in
preparation for further additions.
