Because the IRQF_DISABLED as the flag is now a NOOP and has been
deprecated and in hardirq context the interrupt is disabled.
so in usb/host code:
Removing the usage of flag IRQF_DISABLED;
Removing the calling local_irq save/restore actions in irq
handler usb_hcd_irq();

err() was a very old USB-specific macro that I thought had
gone away. This patch removes it from being used in the
driver and uses dev_err() instead.

Add supprt for on-chip USB controller for Netlogic XLS MIPS64
SoC processor family.
Changes are:
- update ehci-hcd.c and ohci-hcd.c to add XLS hcds
- add ehci-xls.c: EHCI support for Netlogic XLS.
