Move the source of lib/Kconfig.debug and arch/$(ARCH)/Kconfig.debug to
the top-level Kconfig. For two architectures that means moving their
arch-specific symbols in that menu into a new arch Kconfig.debug file,
and for a few more creating a dummy file so that we can include it
unconditionally.
Also move the actual 'Kernel hacking' menu to lib/Kconfig.debug, where
it belongs.

H8/300 has been dead for several years, and the kernel for it
has not compiled for ages. Drop support for it.

All actual uses of the symbol refer to CONFIG_SH_STANDARD_BIOS so this
option could never be activated on H8/300.

Initial git repository build. I'm not bothering with the full history,
even though we have it. We can create a separate "historical" git
archive of that later if we want to, and in the meantime it's about
3.2GB when imported into git - space that would just make the early
git days unnecessarily complicated, when we don't have a lot of good
infrastructure for it.
Let it rip!
