[uwp-puppet] Remove redundant Json dep
...
UWP puppet references to `Newtonsoft.Json` of version 12 and it conflicts with version used by the SDK, which is 13.
Since the puppet project doesn't use the `Newtonsoft.Json` library, a simple removal of the dependency fixes the issue.

[Windows] Check pending logs on start
...
Analytics and Core modules send initial events on start and it triggers checking pending logs. In case of Crashes module, we don't send any logs on start and thus pending logs are not processed.
This change will make sure all channels check pending logs on start, including Crashes.
