Sasha Pierson	7af54ad287	Merged PR 10330: 1809 builds - no haskell, rust on windows Builds on Windows 1809 containers that limit network connectivity to Restore stage. Add install scripts for Java, Maven, Perl, Ruby. Build C#, Go, Java, Maven, Perl, Python, Ruby. Windows builds include: C# (msbuild, dotnet cli, VS2017, VS2019), Go, Java, Maven, Node, Perl, Python 3, Ruby, and an Azure DevOps extension.
