Add api-extractor generated docs for di and context export paths (#6979)
# Pull Request ## 📖 Description This change points the `api-extractor` to the `di` and `context` export paths and adds this generated documentation to the documentation site. ### 🎫 Issues Resolves #6090 ## 👩💻 Reviewer Notes This is was a little fiddly as the `api-extractor` does not export export paths, additionally the way the `api-documentor` works assumes a single entry path. Replace lerna and yarn with npm workspaces (#7000)

This should help a lot with dependency management as we were on yarn 1 which had a fairly heavily manipulated dependency tree. Add dependency injection documentation (#6978)

Rename 1.0.0 versioned docs to 1.x (#6975)
# Pull Request ## 📖 Description The initial re-working of the docs named the previous version as "legacy", which was relpaced by "1.0.0" as we are now starting our release path for `@microsoft/fast-element` to "2.0.0", this is a mistake however and should be "1.x" to keep the major versions as the key alignment, 1.x and 2.x should be used respectively without reference to minor or patch versions to avoid confusion. Update Docusaurus to v3, initial pruning of docs and setup for FASTElement 2.0.0 (#6947)
# Pull Request ## 📖 Description This pull request does the following: - Updates docusaurus to v3 - This necessatated some editing of the docs as they were not compliant with the `mdx` format, a document checker has been added to the package.json scripts - Remove docs in v2.0.0 that had links to documents that will not be included in the v2.0.0 documentation site - Rename "legacy" to 1.0.0 for clarity (this still includes documentation for removed packages but documentation site going forward will only refer to the `@microsoft/fast-element` package version and document that package). - Removal and simplification of some legacy React components made for Docusaurus. - Some decoupling from dependencies in the mono-repository, these are all `devDependencies`, simple configuration updates, or small TypeScript changes. ## 👩💻 Reviewer Notes This is only the initial step to get the documentation site to be versioned, have a limited `@microsoft/fast-element` documentation, and be on the latest docusaurus version. Still needed is updating the documentation itself, this will occur in future PRs prior to versioning `@microsoft/fast-element` to 2.0.0. Edit: One of the issues with this update is that any updates to the package dependencies is very difficult (to put it mildly), yarn 1 does not react appropriately to nohoisting and fixing versions with "resolution" in the root level package.json has over time caused a bit of a rats nest. This has caused me to have to change some of the tsconfig files and skip the foundation toolbar tests as well as explicitly fix and add certain package dependencies to force packages to build and test correctly. If you run the test server after building all the necessary files, you can navigate to `localhost:8080/fast-style` and see the component working there. One thing is the fixture uses `shadowroot="open"` to be able to see which styles are applied to nested elements during Playwright testing. This does not need the case for actual implementation, the shadowroot can be closed, this has been manually verified.

When running `npm run build` inside `@microsoft/fast-element` package, the following error is encountered:
`Error: Error parsing tsconfig.json content: Unknown compiler option 'importsNotUsedAsValues'.`
This happens because running `api-extractor` happens as a final step in the `build`, and the reason this error occurs is that the currently pinned version `typescript` used by `api-extractor` is below `3.8.0` when `importsNotUsedAsValues` was introduced as a flag. I believe some work has been done on this already but the priorities have shifted around, this is my interpretation for what the requirements are and what generally the goals should be. Please give this a thorough read and determine if this captures all requirements, an MVP roadmap is included at the bottom. This is targeting the feature branch including FAST element 2.0 and the server side rendering work as I believe these are related.
