Merge branch 'ls/travis-relays-for-windows-ci'

* ls/travis-relays-for-windows-ci:
  travis-ci: retry if Git for Windows CI returns HTTP error 502 or 503
  travis-ci: handle Git for Windows CI status "failed" explicitly
