Closes#55
As per the related issue (#55) this adds an ADO pipeline to our PR build which runs CredScan, PostAnalysis, and ComponentGovernanceComponentDetection. The YAML description of the pipeline is cribbed from the InnerEye equivalent.
I have also added a copyright notice to the Python file that was missing one (_datasets.py_) and the settings for the VSCode extension to add a copyright notice to each new file (though note that you must invoke it, it is not done automtically as the PyCharm equivalent does).
I have not (knowingly) done the `LGTM.UploadSnapshot` element of Issue #55, so I will put that in a separate issue (#66 )
