Readme.rst: Refresh the readme (#352)
## Description

The readme is quite out of date and no longer reflects the
way the repo is maintained. Information is also spread out
and difficult to follow, especially for someone new to the
repo.

This change makes many updates to make the content accurate,
precise, and consolidated in the main landing page of the
repo.
