Launch the packager with `react-native run-android` on Windows Summary: Adds support for launching the packager in a new window on Windows. Test plan (required) Tested that the packager is launched in a completely independent process. This means that exiting the `react-native run-android` command should not close the packager window and it should exit properly when completed even if the packager window is still opened. Pretty much made sure it behaves exactly like on mac. Also tested that an error in the packager will not close the window immediately to show the error stack trace. Update terminal title to 'Metro Bundler' Summary: I noticed in v0.50.0 all mentions of 'packager' were updated to 'Metro Bundler': https://github.com/facebook/react-native/commit/12eb04b2364102a6679e3dc6fb0fd4d62be0ae00 It seems like command which launches the bundler still sets the terminal title to 'React Packager'. This PR simply updates the title from 'React Packager' to 'Metro Bundler'. Remove remaining references to local-cli Summary: This removes the remaining references to `local-cli`. We already have a `cli.js` file on the root that was just forwarding to the local-cli folder, so I removed that. It also seems that `setupBabel.js` is no longer necessary in RN.
