Summary:
`-all` is the **default** for projects generated by Android Studio, and it provides **additional sources** helpful for debugging. It's also much more likely to already exist on a developer's machine (which has built other Android projects), avoiding additional downloads and saving disk space.
`-all` has also been the variant used in `react-native` for all versions prior to 5bc67b658e.

I just upgraded my project's Gradle wrapper version to 6.0.1 and I realized some files have some differences with the files in react-native `template` folder. so I create this PR to apply differences.
the main difference is in the `gradlew` file. I'm not familiar with Linux shell scripts but it seems there was a syntax error in `case` items syntax. `(` should not be used in declaring case's items. it may has building error in Linux OS.

Just change gradle.properties version number to change gradle version is not the right way. Because sometimes the gradlew and gradlew.bat or even the jar need to be updated too.
I also add the wrapper task to `build.gradle`, so next time, we just need to change the version number and execute `gradlew wrapper`.

Currently React Native's local cli is a bit behind in its android gradle plugin version. This PR is an attempt to update the local cli, to allow for better support moving forward.
* Updates the gradle plugin version to 2.2.3
* Updates the gradle wrapper to 2.14.1
* Uses the `all` for the project wrapper to include sources for API completion
**Test plan (required)**
* Perform all required steps here: https://github.com/facebook/react-native/tree/master/react-native-cli
* Run the local npm tests and e2e tests (no longer available)
* Test the local cli by using Sinopia
Make sure tests pass on both Travis and Circle CI.
TO NOTE: In a previous issue (https://github.com/facebook/react-native/issues/11500) I was able to update to 2.2.3 comfortably, however there may be other issue I am not aware of. This PR is intended to start discussion on what it will take to update.

New version of gradle has a better support for zipTree copy task. Since we have a few of those including one for boost library which used to take very long, after upgrading we no longer need 6a656a1.
Also seems like many improvements made to gradle since 2.2 made it perform better on incremental builds (around 10% improvement on my laptop).
Command used to upgrade gradle version:
gradle wrapper --gradle-version 2.9
Some of the plugins require updating as well since the previous versions were incompatible with gradle 2.9.
