Even though GeoLocation was extracted from the Core, there are still libraries i.e. the CoreLocation.h library included which cause Apple to reject Apps, as mentioned here.

I'm taking the first step towards supporting iOS 13 UIScene APIs and modernizing React Native not to assume an app only has a single window. See discussion here: https://github.com/facebook/react-native/issues/25181#issuecomment-505612941
The approach I'm taking is to take advantage of `RootTagContext` and passing it to NativeModules so that they can identify correctly which window they refer to. Here I'm just laying groundwork.
- [x] `Alert` and `ActionSheetIOS` take an optional `rootTag` argument that will cause them to appear on the correct window
- [x] `StatusBar` methods also have `rootTag` argument added, but it's not fully hooked up on the native side — this turns out to require some more work, see: https://github.com/facebook/react-native/issues/25181#issuecomment-506690818
- [x] `setNetworkActivityIndicatorVisible` is deprecated in iOS 13
- [x] `RCTPerfMonitor`, `RCTProfile` no longer assume `UIApplicationDelegate` has a `window` property (no longer the best practice) — they now just render on the key window
Next steps: Add VC-based status bar management (if I get the OK on https://github.com/facebook/react-native/issues/25181#issuecomment-506690818 ), add multiple window demo to RNTester, deprecate Dimensions in favor of a layout context, consider adding hook-based APIs for native modules such as Alert that automatically know which rootTag to pass

In iOS 13, Apple made a change that results in video URLs returned by UIImagePickerController becoming invalidated as soon as the info object from the delegate callback is released. This commit works around this issue by retaining these info objects by default and giving the application a way to release them once it is done processing the video.

Aside from RCTCameraRollManager, this diff makes the following NativeModules TurboModule-compatible:
- RCTAssetsLibraryRequestHandler
- RCTImagePickerManager
- RCTPhotoLibraryImageLoader
I couldn't convert CameraRollManager to a TurboModule because its NativeMoudle spec is located in fb-internal code. We should probably just move all these NativeModules outside of react-native-github. See: T54882565.

Summary:
This is the next step in moving RN towards standard path-based requires. All the requires in `Libraries` have been rewritten to use relative requires with a few exceptions, namely, `vendor` and `Renderer/oss` since those need to be changed upstream. This commit uses relative requires instead of `react-native/...` so that if Facebook were to stop syncing out certain folders and therefore remove code from the react-native package, internal code at Facebook would not need to change.

Right now when you pass a ph:// video asset, we only ever return the image thumbnail of it. This is useful if you're displaying the ph:// in an <Image> but bad if you're trying to upload it.
This change keeps the original behaviour of displaying a thumbnail in an Image but fixes the latter behaviour, so that ph:// videos are uploaded correctly.
NOTE: There is a terrible hack to accomplish this. It is detailed in the code but essentially, we change the URL scheme to ph-upload:// when trying to upload it so that the default image loader doesn't try to process it.

Summary:
This PR implements the first part of [RFC0004: CocoaPods Support Improvements](353d44f649/proposals/0004-cocoapods-support-improvements.md), splitting the `React.podspec` into separate podspecs to more closely match the structure of Xcode projects.
The new structure aims to have one to one mapping between Xcode projects and podspecs. The only places where we differ from this mapping are:
* `React/React-DevSupport.podspec`: `DevSupport` is a part of `React.xcodeproj`, which corresponds to the `React-Core` pod. However, we can't include it in the `React-Core` pod because `DevSupport` depends on `React-RCTWebSocket`, which depends on `React-Core`. Pods may not have circular dependencies.
* The new pods under `ReactCommon/` don't have a corresponding `xcodeproj` because there are no `xcodproj` files in `ReactCommon/`. Those C++ modules are included in `React.xcodeproj`.
*Next steps (not in scope of this PR):*
- Start submitting the Podspecs to CocoaPods on a deploy (or turn the React Native repo into a spec repo): this is important in order to make the experience nicer for library consumers, so that it's not necessary to specify the local path of each Podspec in `Podfile`, you can just add `pod 'React', <version>`.
- Add `Podfile` to the default project template (I have a PR ready for this, but because of bugs related to subspecs, it's blocked on this PR)

Previously, `ImagePickerIOS.openCameraDialog` would not render a `Video` option when the camera screen opened. If you passed `ImagePickerIOS.openCameraDialog({ videoMode: true }, ...)` the app would crash with an error complaining about the proper mediaType(s) not being set (see issue: #17989 for full details).
This is a 2 line change that sets the mediaTypes properly, so now users can capture videos in addition to photos.

In the past (pre D13593314), ALAssetsLibrary camera operations would pop up a permissions dialogue when appropriate and block until the user responded to the dialogue. The calls that we're now using with PHPhotoLibrary immediately return if we don't have permission to access the photo library or haven't asked before, and then asynchronously pop up a permissions dialogue, causing every first photo interaction to fail. Instead we now explicitly check for permissions or request
permissions before any operations.

There are some errors I noticed after upgrading my flow version. I had them in my project, and they were also reported in #11655. These errors were ignored on master, but I went through and fixed them so the static analysis will work still.
After these changes, I receive no errors using flow `0.60.1` on latest master, or using `0.59` in my local project (which does not have the requisite ignores included).
- init a new project
`react-native init --version <path-to-repo> helloworld`
- add the flow binary
`yarn add -D flow-bin`
- run flow
`yarn flow`
- make sure there are no errors in the project.
