This PR aims to migrate the RNTester App to `packages` directory. But is currently, open to inspect the CI issues and resolve the merge conflicts.

Summary:
The [PlatformColor PR](https://github.com/facebook/react-native/pull/27908) added support for iOS and Android to express platform specific color values. The primary method for an app to specify such colors is via the `PlatformColor()` method that takes string arguments. The `PlatformColor` method returns an opaque Flow type enforcing that apps use the PlatformColor method instead of creating Objects from scratch -- doing so would make it harder to write static analysis tools around Color values in the future. But in addition to `PlatformColor()`, iOS has a `DynamicColorIOS()` method that takes an Object. The Flow type for this Object cannot be opaque, but we still want to enforce that app code doesn't pass variables instead of Object literals or that values in the Objects are variables. To ensure `DynamicColorIOS()` can be statically analyzed this change adds an ESLint rule to enforce that `DynamicColorIOS()` takes an Object literal of a specific shape. A `ColorAndroid()` was also introduced not for practical use but just to test having platform specific methods for more than one platform in the same app. A second ESLint rule is created for `ColorAndroid` as well.

Summary: Ports an internal ESLint rule used at Facebook, `error-subclass-name`, to cover the React Native codebase. This rule enforces that error classes ( = those with PascalCase names ending with `Error`) only extend other error classes, and that regular functions don't have names that could be mistaken for those of error classes.

Summary:
This is an ESLint plugin that infers whether an import looks like a Haste module name. To keep the linter fast and simple, it does not look in the Haste map. Instead, it looks for uppercase characters in single-name import paths, since npm has disallowed uppercase letters in package names for a long time. There are some false negatives (e.g. "merge" is a Haste module and this linter rule would not pick it up) but those are about 1.1% of the module names in the RN repo, and unit tests and integration tests will fail anyway once Haste is turned off.
You can disable the lint rule on varying granular levels with ESLint's normal disabling/enabling mechanisms.
Also rewrote more Haste imports so that the linter passes (i.e. fixed lint errors as part of this PR).

Basing on discussion from this issue - https://github.com/react-native-community/discussions-and-proposals/issues/65 we moved ESLint/Prettier config to its own package inside packages directory.
At this moment we had to left all `eslint` dependencies in root `package.json` since `eslint-config-react-native` is not published yet.

Summary:
Modified the ESLint configuration to only enable the Jest environment for files we consider now tests, which are files with the `-test.js` suffix under `__tests__`. Also enabled some globals for test helpers (any file under `__tests__`).
This will allow us to catch misspelled tests, while allowing test helpers to use most Jest APIs.
Also disabled the Jasmine environment so people stop using Jasmine APIs and we can rollout Circus soon.

Summary:
This is a follow up of the work by brentvatne in #5052. This addresses the feedback by astreet.
- Uses ReactChoreographer with a new callback type
- Callback dispatch logic moved to JS
- Only calls into JS when needed, when there are pending callbacks, it even removes the Choreographer listener when no JS context listen for idle events.
** Test plan **
Tested by running a background task that burns all remaining idle time (see new UIExplorer example) and made sure that UI and JS fps stayed near 60 on a real device (Nexus 6) with dev mode disabled. Also tried adding a JS driven animation and it stayed smooth.
Tested that native only calls into JS when there are pending idle callbacks.
Also tested that timers are executed before idle callback.

I did *not* test with webworkers but it should work as I'm using executor tokens.

Summary:Removed eslint rule that checks modules
After we updated to ESLint 2.x, ESLint started complaining `'use strict' is unnecessary inside of modules strict`.
This is correct behaviour because according to spec modules are strict.
The problem is that our transforms don't transpile strict mode so we still need to have this pragma in all our code.
I did not find a way to make eslint require "use strict" for ES6 modules: https://github.com/eslint/eslint/issues/2785
So I am removing this.
What stops us from automatically adding strict mode with babel?

Summary:Using local version of the Flow make it easy to have project specific version instead of relying on the user to have the correct version installed globally. For example, React Native uses an older version of Flow, while I have the latest version installed. Now I cannot typecheck the code because my version doesn't match the `.flowconfig`.

Run `npm run lint` and `npm run flow` to run `eslint` and `flow`.
