Summary:
This PR is a WIP for adding tests for out-of-tree platform support. [I originally had issues](https://github.com/facebook/react-native/pull/20825#issuecomment-416433611) with this, so I want to give it a try in a separate pull request. None of these issues appear on my machine while running these tests as of this rebase - if everything seems okay on CircleCI after this rebase against `master`, I will ditch the [WIP] tag. Otherwise, I will see if I can find a way to make this work.
The bunch of JS files that will give this a "Large PR" tag are in `RNTester/js/OutOfTreeTestPlatform` - they are only used by the bundler and not executed at any point in time. So if another file needs to be added when React Native's module structure changes, you do not need to have a functional JS file in there as a stub. `module.exports` could be `null` if you wanted. I just had copied over stubs from `Libraries` because I wanted a non-trivial haste module map to be in the test.

We opt in to version ^5 of the React Native Babel Preset, as required after the bump to Babel 7. This fixes the Objective-C end-to-end test failure in master. (Fixes#19538)
See 34bd776af2 (commitcomment-29024085) for prior discussion.
There have already been several changes made to the repo during the transition to Babel 7. This PR brings all tests back to green and allows us to move forward with the 0.56 branch cut.
We also bump our tests to use Xcode 9.4.0 and iOS 11.4, the latest stable versions of both.
Once the 0.56 branch makes it to stable, we can change `react-native-babel-preset@latest` on npm to point to `react-native-babel-preset@5.0.1` (or newer), and undo the change made to `init.js` we made as part of this diff.

This change (initially discussed in https://github.com/react-community/create-react-native-app/issues/26) moves the HelloWorld project template from two nearly identical entry points (`index.android.js` and `index.ios.js`) to a single, minimal `index.js` entry point. The root component is created in `App.js`. This unifies the project structure between `react-native init` and Create React Native App and allows CRNA's eject to use the entry point from the HelloWorld template without any hacks to customize it. Also examples in the docs can be just copy-pasted to `App.js` the same way in both HelloWorld and CRNA apps without having to first learn about `AppRegistry.registerComponent`.
* Created a new project from the template using `./scripts/test-manual-e2e.sh` and verified that:
* The app builds, starts and runs both on Android and iOS.
* Editing and reloading changes works.
* The new files (`index.js`, `App.js`, `__tests__/App.js`) get created in the project folder.

This diff cleans up some cruft and adds some features:
* It removes the usage of an env variable to control workers.
* It removes the lazy and handwavy calculation on how many workers to use for jest-haste-map. Jest itself uses the maximum amount of workers available and it has never been reported as an issue – especially since it is a one-time startup cost of about 3 seconds on a cold cache only.
* It adds a `--max-workers` flag to replace the env variable. This one is able to control both the number of workers for `jest-haste-map` as well as the transformers.
* It makes the transformers run in the parent process if 1 or fewer workers are are specified. This should help with debugging.

ericvicenti Here is the latest updates and fixes for the container testing. Everything should be good to go now, the update for `inotify.max_user_watches` should fix the E2E test issues you were seeing locally.
The update to the packer prevents excessively large filename lengths due to the hash used in the name and splits them into directories instead. I was getting errors locally on the E2E because the hash filename was over 248 characters which was causing issues on the base image file system. It might not have appeared in circle due to another file system being used with different limits. I can separate it out into another PR if you want though.

* Disabled various instrumentation tests that seemed to have inconsistent results from
Jenkins by default

Created a containerized environment to run unit and integration tests for both javascript and android as well as a Jenkinsfile using the new 2.0 Pipeline syntax for integration into a Jenkins CI cluster.
Here is a quick summary of the changes:
* The android image is built from two separate dockerfiles. There is a base image that handles the heavy lifting of dependencies that are infrequently changed while the secondary image extends the base and allows for much quicker incremental builds on code updates.
* The javascript image is simple and is relatively quick to build, therefore there is no base image for any react specific javascript dependencies and it is all packaged in a single docker image.
* A new `scripts/docker` has been created including some javascript files and shell scripts to aid in the running of the tests
* The instrumentation test runner script can be passed various flags to control which tests run since the entire suite takes a significant amount of time to run synchronously
