Nicola Corti 07a63a2376 Fix publish_release not running on release tags correctly. Summary: During RN 0.69 we realized that we're failing to publish a version. The reason is that only the `prepare_hermes_workspace` was executed after a TAG got published. The problem is a missing `filter:` key which made CircleCI skipping some steps for a tag. Here I'm fixing it.
