Fix markdown alerts syntax in README (#16434)

Changes any references of `> **Note**\` with `> [!NOTE]` to match the
new syntax for markdown files in GitHub.

Fixes the 14 November 2023 update to the alerts syntax in markdown
files:
> ## Update - 14 November 2023
> * The initial syntax using e.g. **Note** isn't supported any longer.
