Stale Bot Updgrades (#3397)

* this increases operation limit and allows the stale-old bot to mark issues as stale-old (and remove stale-old) labels daily, but doesn't allow it to automatically close stale-old issues

* exempt label testing

* stale-exempt label testing success

* made the scheduling for 12am and 1am PDT)
