Switches all samples to use eslint 9 with flat configs. I've tried to migrate existing settings as much as possible. However our eslint configs were also inconsistent so I've tried to align these too |

Set up & Test
- Clone this extension
npm install- Launch the extension
- Open the file sample-demo.rs that exists in this extension
Problems viewshows an error with related information- Typing
F8in the editor also shows the error with related information
