The default permission for monodoc.index is just readable for the user. For
people who have installed monodoc via our RPMs, the location of
monodoc.index will be in /usr/lib/monodoc. we should write this index out
as world readable and writeable. If this is considered a security risk,
maybe the index should be placed in the user's home directory.
