Ok, the bugreport is pretty garbaged, so to sum this up.

gmcs /t:library /r:NHibernate.dll  /r:Castle.ActiveRecord.dll  TestCriteria.cs
 fails
but csc ... (the same arguments) succeeds.
Gmcs tested on mono-2.8 (tarball) on both, Linux and Windows.

The test case uses NHibernate.dll (2.1) and Castle.ActiveRecord.dll (2.0)

The error on stderr is:
error CS0011: Could not load type
'Castle.ActiveRecord.Queries.ScalarQuery`1[T]' from assembly
'Castle.ActiveRecord, Version=2.0.1000.0, Culture=neutral,
PublicKeyToken=407dd0808d44fbdc'.

I will attach the error from stdout in next comment.
